Abstract: A system of evaluation criteria，namely the expert authority vector，object vector，constraint vector，object matrix and constraint matrix is put forward for project appraisal in conceptual design．Based on them，an approach of building object function is given and the object function for appraising projects is founded．Then，the introduction of penalty function helps to build the penalty optimization model，which would afford mathematical basis for computer aided appraising design project．
