Abstract: This paper first puts forward the concept of two-dimensional conforming Voronoi mesh, and studies the conditions on the existence of constrained segments in the final Voronoi mesh. A novel construction algorithm of conforming Voronoi mesh and related size & quality control algorithm are proposed. All the algorithms are guaranteed to terminate. Finally, examples are given to illustrate its efficiency. The techniques could be widely used in various applications.
